Indonesia Telco Tariff Wars, GSM and CDMA Cellular

With the advent of new interconnection plan from the Indonesian Government, mobile communication provider of Indonesia start offering new plan for their customer.
While all of them has reduced basic tariffs, the competition for prepaid card still based from their promotion plan, as this writing May 1, 2008 the promotion plans was as follow.

Telkomsel as incumbent provider extended their flagship Simpati prepaid card promotion "Simpati Pede" focused on voice call between telkomsel subscibers (on-net) with Rp. 25 per second for the first 60 second and Rp. 0.5 per second for another 4 minutes and the scheme repeats every 5 minutes, voice call to other provider subsribers (off-net) is fixed at Rp. 10 per seconds.
For Kartu As prepaid card active promotion for voice call is "Setelah 2 Menit Gratis 3 menit" (Get 3 minutes Free for Every 2 minutes Call) with Rp. 20 per second for voice call on-net and Rp. 30 per second off-net rate, every 2 minutes usage gets 3 free minutes which expired on April 30, 2008 but have just extended till June 30, 2008.

Indosat as the second largest provider launched "Mentari Sakti" promotion for their primary prepaid card Mentari, positioned themself to the same league as other major provider with the introduction of per second rate calculation, Mentari Sakti gives the most simple rate calculation with Rp. 5 per second at 23.00-17.00 time band and Rp. 20 per second at 17.00-23.00 time band, this rate applies for on-nett and off-net voice call and start from the first second. This promo valid for new activation of Mentari prepaid card, the current subscriber who wish to change to the per second rate calculation must activate by sending sms: REG[space]DETIK to 2020 (Rp. 3.000 applied for this sms).

Their IM3 secondary prepaid card are still undergoing fierce battle with XL, “Nelpon Murah Bangetss Rp. 240 Sampe Puas Bangetsss” (Very Cheap Voice Call, Rp. 240 All You Can Talk) voice call promotion offers 3 different on-net rates start from Rp. 8 per second for the first 30 seconds and Rp. 0,0000000000…1 for the rest of time at 23.00-10.59 time band. The second rate for 11.00-16.59 time band is Rp. 15 per second for the first 90 seconds and Rp. 0,0000000000…1 from second of 91 to 10 minutes, this scheme repeats every 10 minutes. Third rate for 17.00-22.59 time band is Rp. 15 per second for the first 90 seconds and Rp. 0,0000000000…1 from second of 91 to 5 minutes, this scheme repeats every 5 minutes (This rate applies for Java Island originating call). Off-net rate is repeating and everchanging from Rp. 25 per second for 90 seconds and Rp. 0,0000000000…1 for another 90 seconds.

XL the third largest provider in the past was always ahead as a trendsetter still offering their lowest tariff with “Tarif Sampe Puas XL Bebas” (XL Bebas All You Can Talk Rate) promotion with three kinds of on-net rate depending on the time band for on-net voice calls. It’s Rp. 10 per second for the first minute at 23.00-10.59 or for the first two minutes at 11.00-18.59 or for the first three minutes at 19.00-22.59 (for Java Island, Bali and Lombok originating calls, rates might be different on other region of Indonesia). Off-net rate is Rp. 25 per second for the first 2 minutes, Rp. 0.00000…1 after 2 minutes till 10 minutes and Rp. 10 per second for the rest of call (different rate might be applied on different region).

Hutchison with Three prepaid card was launched Rp. 399 per minutes voice call program to all operator stick with Rp. 150 per minute on-net and Rp. 399 per minute off-net for local call and Rp. 1.000 per minutes for long distance call. They were later confirmed as standard rate, not promotional.

NTS, the first 3G licensee in Indonesia has just re-launched nationally at April 23, 2008 with new brand Axis offer simple tariff with Rp. 60 per minute on-net and Rp. 600 per minute off-net

Mobile-8, the first CDMA cellular network in Indonesia with Fren prepaid card offer voice call promotion Menit Pertama Rp 9 per detik Trus Gratis sampe Doweeeerrr! Sepanjang hari, Se-Indonesia, Sueerr! (Rp. 9 per Second at First Minute and Then Free As Much As You Can Talk! All Day, The Whole Indonesia, Trust Us!) with Rp. 270 for the first 30 seconds, Rp. 9 per second from 31st second till 60 second and then free for the rest of call.

While Smart Telecom as the new comer on CDMA cellular network in Indonesia offer Smart Prepaid Tariff with Rp. 45 per minute on-net, Rp. 495 per minute local and Rp. 660 per minute long distance off-net rate
